San Luis Obispo County Public Safety Communications Center (PSCC)

Diani Building Corp. proudly delivered the San Luis Obispo County Public Safety Communications Center (PSCC), a state-of-the-art, co-located dispatch facility designed to support critical emergency response operations across the region. This design-build project consolidated the San Luis Obispo County Sheriff’s 911 Dispatch Center and County Fire (CAL FIRE) Emergency Dispatch into a single, modern facility engineered for reliability, resilience, and future growth.

At the heart of the project is a 140-foot communications tower and a highly redundant infrastructure designed to ensure uninterrupted public safety operations. The facility incorporates multiple layers of backup systems, including uninterruptible power supply (UPS) systems, backup generator power, and redundant utilities to maintain continuous communications during emergencies.

To support the mission-critical nature of emergency response operations, the PSCC is equipped with state-of-the-art access control and advanced audiovisual (AV) systems that enhance situational awareness and coordination for first responders. Each dispatch room features wall-to-wall customizable video display screens, allowing operators to monitor real-time data, maps, surveillance feeds, and emergency communications simultaneously. In addition, integrated AV components throughout the facility ensure that critical communications and information can be accessed and shared from virtually any room, supporting rapid decision-making and collaboration during emergency events.

The PSCC provides expanded operational capacity through modernized dispatch rooms, conference and collaboration spaces, and staff amenities, including a fitness area. These spaces create a functional and supportive environment for dispatch personnel while allowing the County to accommodate future technological upgrades and operational growth.

Architecturally, the building features a steel frame structure with exposed Buckling Restrained Braced (BRB) frames, intentionally highlighted as a design element that showcases the building’s structural resilience. The facility also incorporates a concrete-over-pan deck second floor and roof deck, topped with pre-engineered metal trusses, providing durability and long-term performance.

Additional project components include a pre-engineered carport structure designed to house critical emergency equipment, including the County Fire Mobile Command Unit and the Sheriff’s Bomb and Truck trailer, ensuring rapid deployment capability when needed.

Given the communications-intensive nature of the facility, the server room and communications tower are heavily integrated with advanced telecommunications infrastructure. In addition to supporting emergency dispatch operations, the center also functions as the County’s Northern Server Hub, providing critical communications and data support for regional operations.

The completed PSCC stands as a modern, resilient public safety facility, designed and constructed to support San Luis Obispo County’s emergency response teams with the technology, infrastructure, and flexibility needed for decades to come.
